I've already installed OFP: Resistance but I want to upgrade my old OFP to version 1.46. Is it safe?

No. The correct procedure to do this is:

1. Uninstall OFP: Resistance.
   
2. Upgrade your old OFP version.
   
3. Reinstall OFP: Resistance and the latest upgrade patch.
